Job Description

The AG Federal Employee Relations Specialist supports the AG client on site at the Corporation for National Service Corporation (CNCS) Office of Human Capital (OHC) by providing a variety of duties requiring the application of the full range of employee relations theories, methods and techniques. The work will be conducted on client site at 250 E Street SW, Washington, DC and is located within 2 blocks of the Federal Center SW Metro Station. This is a part time position, 24 hours per week; telework may be considered after 90 days of employment, and upon approval by the client.

  • Provide guidance to management regarding employees’ inability to perform their jobs due to physical disqualification, reasonable accommodations, firm choice requirements, etc.
  • Guide and direct supervisors on training, developing and monitoring probationary employees and terminating temporary and probationary period employees.
  • Provide guidance regarding performance improvement plans (PIPs), helping supervisors to develop PIPs and reviewing completed documentation to determine PIP results.
  • Provide advisory services on remedial corrective, disciplinary and adverse actions for misconduct.
  • Perform corrective and adverse performance-based actions.
  • Manage administrative or negotiated grievances stemming from employee relations actions.
  • Monitor and manage administrative leave during the pre-decisional state of adverse or performance-based actions.
  • Provide advice concerning medical situations associated with adverse or performance-based actions.
  • Conduct fact-finding investigations.
  • Draft disciplinary/corrective action documents, including counseling, reprimand, removal, termination during probation, and performance improvement plans.
  • Provide agency management with interpretations of personnel procedures, policies, practices and working conditions for issues that may be complex, highly controversial, precedent setting, and affecting more than one area of personnel policy.
  • Take a proactive approach in working with management and employees to resolve problems and to implement needed changes.
  • Provide technical advice and assistance in resolving issues involving employee conduct and/or performance.
  • Ensure proper interpretation of applicable laws, rules, regulations, and CNCS personnel policies and practices to ensure compliance in the fulfillment of the Agency's mission.

Skills & Requirements

  • Bachelor’s degree and Federal Employee Relations Specialist experience at the GS 11/12 equivalent or the equivalent combination of education, training and experience.
  • 10 years of experience providing employee relations administration and counseling and guidance to federal employees and managers; five of which must have been with an agency of at least 600 employees.
  • In-depth understanding of the impact on negotiated agreements and past practice on employee relations advisory services.
  • Experience using eOPF records.
  • Strong oral and written communication skills to communicate with all levels of the workforce related to employee relations matters.
  • Solid interpersonal and communication skills with the ability to communicate and build rapport with colleagues and clients.
  • Proficiency using the Microsoft Office Suite of applications, and advanced skill using Word and Excel.
