Octo Consulting is searching for a dynamic Senior Technical and Intel Recruiter to join our growing team.

You’re a superstar Recruiter with a successful history in finding active and passive candidates.  You have the drive to find the right combination of experience, skills, abilities, and cultural fit for Octo’s growing Technical and Intel/Cleared portfolio.  You are an Octo Recruiting Subject Matter Expert and as such you know your markets, you know your pipeline, you know federal compliance regulations and you are a savvy negotiator. You are a recruiting partner; not a perfunctory requisition order taker. You feel comfortable guiding your hiring managers through the process and making suggestions based on your expertise.  You are the type of person that looks for solutions and enjoys utilizing both new and traditional sourcing techniques. You Will:

  • Manage the entire recruiting cycle (Requisition intake, research, candidate identification, candidate screening, interviews, and negotiations)
  • Be responsible for the full-cycle recruitment of Octo’s DOD and federal government intelligence community agencies
  • Partner closely with hiring managers to evaluate position criteria, qualify requirements, and review sourcing options
  • Build and maintain relationships with hiring managers across your assigned portfolio
  • Be a team player whether is be helping a fellow recruiter or assisting across the organization
  • Follow established recruiting processes and make suggestions to improve them
  • Be a sourcing wizard using traditional and cutting-edge sourcing strategy to identify and recruit the very best candidates.
  • Conduct in-depth technical screening/interviewing of candidates
  • Develop an effective pipeline of key talent available for immediate hire and future opportunities based on our hiring plans and succession planning requirements.
  • Develop innovative strategies around finding top talent and ensuring the best possible candidate experience.
  • Assist in the proposal process to include providing your expertise with regard to skills, compensation/pricing, and strategy
  • Actively manage candidate experience to ensure highest quality experience through all recruitment stages
  • Develop a thorough and deep understanding of the projects and services within our DoD and intelligence community portfolios
  • Provide continuous and open communication to hiring team regarding recruitment efforts including status of open and proposal pipeline
  • Champion Octo’s outreach for Veterans, Diversity, and Individuals with Disabilities hiring objectives
  • Attend networking events, Meet-Ups, career fairs, company events and meetings as opportunities arise to champion our culture and spread the word about opportunities at Octo.

Skills & Requirements

  • A minimum of 5 years of full lifecycle recruiting experience.
  • A minimum of 3 years of experience recruiting cleared (up to TS/SCI with Lifestyle Polygraph level) resources within the DOD and I/C communities
  • A minimum of 3 years of experience recruiting highly technical resources
  • A minimum of 3 years of experience with EEOC and OFCCP compliance
  • Experience in proposal recruitment, incumbent capture, and achieving aggressive recruiting goals
  • Experienced with Microsoft products: Word, Excel, SharePoint
  • The proven ability to conduct extensive internet mining and social networking tactics for sourcing the best-qualified candidates and building a robust network of passive candidates.
  • Experience with Applicant Tracking Systems, candidate workflow and dispositioning
  • Excellent oral and written communications, organizational, reporting and presentation skills, as well as great attention to detail
  • Be a motivated self-starter that is results-oriented, and able to work in a fast-paced environment
  • Ability to provide reporting and analytics on staffing status and provide analytic updates to management and customer
  • Able to work independently, but also be a team player
  • Stellar negotiation skills
  • Demonstrated customer and candidate management abilities and relationship-building skills.
  • A full understanding Federal Government contracts types and requirements
  • AIRS sourcing certifications are desirable

Education Requirements:

  • Bachelor's degree or equivalent 

Clearance Requirements:

  • A clearance is not required for this position.  A background check will be conducted

Physical Requirements:

  • Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
  • Specific vision abilities required by this job include use of computer monitor screens up to 80% of time

 Work Environment:

  • Individual’s primary workstation is located in an office area
  • The noise level in this environment is low to moderate
