We are seeking an experienced HR Specialist (Training) to support our client, the Securities and Exchange Commission (SEC) in Washington, DC. This position is full-time and onsite. The successful candidate will assist SECU leadership and staff with development, implementation, and coordination of courses, programs, presentations and other SECU supported initiatives. Types of courses and programs to be supported could include but are not limited to resident/in-seat, eLearning,virtual reality, and virtual instructor-led (utilizing web conferencing and training software). Work activities include, but are not limited to:

  • Utilizing principles of Instructional Systems Design, develop, test, and deliver new revisions to existing SECU and SEC office and division course offerings and other SECU led initiatives, including but not limited to eLearning courses and programs.
  • Using eLearning design software (such as Camtasia, Captivate, or Storyline) to produce SCORM compliant eLearning courses that leverage new technologies and multimedia.
  • Develop learning objectives, activities, and course content to meet training needs and mode of delivery.
  • Create supporting material/media (including but not limited to audio, video, job aids, course guides, course support materials, and visual presentations).
  • Ensuring all courses and course supporting materials are section 508 compliant in accordance with current SEC standards and guidance.
  • Maintain project documentation and course folders.
  • Conduct client consultations in support of the design and delivery of course offerings and other SECU led initiatives.
  • Collaborate with internal SECU teams, external teams, and management to ensure requirements and project schedules are being met.
  • Coordinate and support assigned courses and programs from implementation, deployment, scheduling and registration to delivery and evaluation. Includes utilization of the agency provided Learning Management System (LMS).
  • Facilitate or produce virtual instructor-led training (VILT), and/or classroom instruction, briefings and presentations, as applicable.
  • Support via research, identification and utilization of available training programs and providers in support of SECU and SEC program managers and leadership.
  • Provide updates on SECU content and queries in askHR within area of assignment, ensuring accurate and timely content and responses are available to SEC employees and managers.
  • Support and coordinate SECU marketing and communications initiatives and requirements.
  • Support SECU data management, reporting, tracking and analytics using data from available from the LMS and multiple other internal and external sources.
  • Coordinate and conduct user acceptance testing of new and upgraded features of the training and development software.
  • Provide additional administrative and training support as appropriate.

Skills & Requirements

  • Minimum of three years’ experience with the processes, services, methodologies and technologies required to support the majority of the duties identified above.
  • The contractor shall possess experience with eLearning development software currently in use by the SEC and SECU including but not limited to Camtasia, Adobe Captivate, and Storyline.
  • Experience with corporate university and/or federal agency training program terminology, regulations, operations, procedures, requirements, and practices, especially as they apply to learning and development programs.
  • Demonstrated knowledge of and skill in applying a wide range of methods used to gather, analyze, report and evaluate information concerning large amounts of data.
  • Ability to work with other staff within SECU, OHR and the various
  • SEC organizations and program offices as necessary to coordinate efforts, assess requirements, provide status updates, and follow through on deadlines as appropriate.
  • Excellent writing ability, analytical skills and verbal communication skills.
  • Master’s degree.
