The Data & Evaluation Project Manager is responsible for facilitating data collection, analysis, and reporting on JEVS program measures. Key goals of the position include: Supporting the implementation of a data warehouse; developing and implementing standardized data collection and reporting procedures across the organization; managing an accurate, efficient, and responsive reporting environment, which includes designing, enhancing, and/or leveraging existing data collection tools for programs to track and improve upon program operations; and developing and producing clear and concise data and evaluation products, such as scopes of work, memos, reports, presentations, and handouts. The Data and Evaluation Project Manager collaborates with internal staff, partners, funders, and other key stakeholders.
Responsibilities:
Data Warehouse
- Learn and support JEVS’ data warehousing software to create data reports and dashboards at the agency, division, program, and individual client level.
- Liaise between data analytics, IT, and data warehouse consultants to manage data warehouse implementation, maintenance, and upgrades.
Data & Knowledge Management
- Assess, develop and/or enhance, and document data collection tools and procedures, analysis methodology, and reporting formats and schedules.
- Coordinate regular audits of data collected with program liaisons to identify gaps and design and implement corrective measures in collaboration with programs.
- Lead the integration of program/funder compliance measures with other quality, output, and outcome measures.
Report Development
- Develop a data collection, management, analysis, and reporting plan and workflow for JEVS program measures in collaboration with internal JEVS program teams and other relevant stakeholders.
- Develop and integrate data visualizations into data management and reporting products.
- Establish collaborative relationships with programs, assess data collection needs and gaps, and develop and facilitate technical assistance sessions to guide and support data accuracy and integrity.
- Reporting and Communication
- Draft data and evaluation reporting products that include data visualization and explanatory narrative and facilitate internal vetting and review process of data products.
- Present to internal JEVS leadership, data & evaluation advisory group, and other stakeholders; collect and incorporate feedback; and finalize product(s).
- Draft and prepare progress updates for JEVS leadership and other teams on data and evaluation activities, including data and evaluation plans, tools, data collection and analysis methodology, and reporting formats and cadence.
- Convene and/or participate in general and data-specific team meetings with internal JEVS teams and external partners where applicable. Convene and collaborate internally with various JEVS programs and teams to learn from and share best practices in data collection and compliance.
Development & Support
- Stay current on best practices in data warehousing, analytics, and reporting to ensure that JEVS maintains a secure, top-of-class data warehouse and reporting environment
- Supervise interns and/or other junior staff supporting data and evaluation.
- Perform other relevant duties as assigned.
Preferred Education and Experience
- Bachelor’s or Master’s degree, or equivalent experience
- Excellent verbal and written communication skills, including the ability to convey data analyses in easy to understand, concise formats for diverse audiences (FERPA and HIPAA)
- Ability to handle multiple projects/tasks and focus on priorities while meeting multiple deadlines
- Effective team player and collaborator
- Ability to develop and maintain positive working relationships in a team-oriented environment
- Experience with SQL programming language
- Experience with quantitative data collection and analysis, including use of software, such as SPSS, R, STATA, and/or other software
- Knowledge of and expertise with Business Intelligence tools such as Power BI, Tableau, Cognos, or others.
- Expert use of Microsoft Office tools and apps, inclusive of Excel
- Knowledge of Snowflake desired but not required.
- Required to comply with the hybrid schedule of JEVS Human Services, 3 days in the office (2 mandated, 1 flexible) and 2 remote.
