Summary

The VP of Home Care leads core quality, compliance, safety, credentialing, and growth initiatives for Home Care. The primary goals of this role are to oversee auditing for funders and auditing for integrity; manage QAPI and the Safety Committee; lead QAPI+ performance goals; strengthen credentialing processes; support growth opportunities in partnership with the grant team; research new opportunities; prepare Home Care to become Home Health Care licensed; and improve how Home Care is organized to support consistent, compliant, high-quality service delivery. 

Responsibilities

Leadership 

  • Serve as a member of the Home Care Leadership Team, and lead strategies and initiatives on behalf of this team. 

  • Function as an advisor to the Senior Vice President by providing information, data, and recommendations related to Home Care quality, compliance, safety, credentialing, growth, and organizational priorities. 

  • Use data from QAPI, audits, safety trends, credentialing, operations, and customer feedback to identify risks, opportunities, and priorities for Home Care improvement. 

  • Maintain awareness of Home Care industry requirements, funder expectations, licensing standards, and opportunities for service growth or expansion. 

  • Promote inter-departmental collaboration to foster a positive team environment. 

  • Promote our mission to the community, partner organizations, professional groups, and others who influence decisions related to care for disabled and aging individuals. 

  • Be a cultural champion to execute the JEVS Human Services mission and vision internally to staff. 

  • Understand employee opinions and anticipate their needs and concerns. Provide expert coaching and advice to employees where appropriate; support employees in understanding their potential and development opportunities.  

 

Strategy & Management 

 
  • Translate audit results, QAPI findings, safety trends, credentialing data, and operational information into actionable plans that improve Home Care quality, compliance, performance, and growth readiness. 

  • Craft innovative analyses and synthesize insights for executives and cross-functional leaders to support Home Care operations, quality, compliance, and growth. 

  • Partner with senior leaders, managers, Compliance/Quality Assurance, Finance, Operations, and the grant team to support funder audits, integrity audits, QAPI+ goals, grant-related growth opportunities, and preparation for Home Health Care licensing. 

  • Analyze Home Care strengths, weaknesses, opportunities, and threats to guide organizational structure, growth priorities, service readiness, and performance improvement efforts. 

  • Research Home Care market, payer, funder, licensing, and service expansion opportunities to inform growth planning and program development. 

  • Establish and lead teams, committees, and work groups related to QAPI, safety, audits, credentialing, licensing preparation, growth opportunities, and organizational improvement. 

 

Compliance: 

 
  • Ensure that Home Care maintains compliance with all state, federal, local, payer, funder, and licensing requirements. 

  • Maintain, review, and revise all policies and procedures based on current Federal, State and Local requirements and best practices for the industry. 

  • Work directly with Compliance/Quality Assurance and operational leaders to plan and conduct internal audits for funders, integrity, controls, policies and procedures, laws, regulations, and program requirements. 

  • Review, analyze, coordinate, and respond to external audit requests, including funder, regulatory, payer, and licensing reviews. 

  • Maintain documentation and tracking of all external audits, funder reviews, investigations, findings, corrective actions, and follow-up requirements. 

  • Keep current on Home Care auditing, funder, payer, credentialing, safety, QAPI, and licensing requirements. 

  • Manage and improve the QAPI program across Home Care, ensuring quality assurance, performance improvement, documentation, follow-up, and accountability. 

  • Create communications that highlight QAPI priorities, performance outcomes, safety trends, and continuous improvement efforts across Home Care. 

  • Provide technical assistance to managers to build quality, safety, compliance, and integrity into ongoing work processes and tools. 

 

 

Quality Assurance: 

 
  • Lead QAPI+ performance goals and initiatives to improve outcomes across operational, clinical, quality, compliance, safety, credentialing, and growth areas. 

  • Oversee improvement plan implementation related to QAPI, safety, audit findings, credentialing, risk assessment, training plans, and other areas that emerge through Home Care operations. 

  • Manage the Home Care Safety Committee, including agenda development, follow-up on safety trends, documentation, corrective actions, and communication of safety priorities. 

  • Work with directors and managers to identify root causes, develop plans of correction, and ensure follow-up through QAPI, safety, audit, credentialing, and organizational improvement processes. 

  • Manage credentialing processes and ensure systems are in place to track, monitor, renew, and maintain required credentials for Home Care staff and services. 

  • Make clear recommendations regarding Home Care compliance, funder expectations, audit readiness, credentialing, safety, QAPI, licensing preparation, and best practices. 

  • Lead the evaluation of the effectiveness of training and use that evaluation for continuous improvement. 

  • Establish regular collection and review of customer satisfaction, employee input, safety trends, audit findings, and QAPI metrics to drive Home Care performance improvement. 

  • Communicate Home Care goals, QAPI+ performance priorities, safety updates, audit results, credentialing expectations, and growth initiatives to staff and leadership. 

  • Gather input from staff and managers to strengthen workflows, clarify roles, improve organization, and support consistent Home Care service delivery. 

  • Lead training, technical assistance, and development efforts that build QAPI, safety, integrity, credentialing, audit readiness, and licensing readiness into daily Home Care operations. 

  • Research program requirements and growth opportunities, including opportunities identified with the grant team, geographic expansion, service expansion, and preparation to become Home Health Care licensed. 

  • Identify opportunities to strengthen how Home Care is organized, improve workflows, clarify roles and responsibilities, and build quality into new and existing services. 

 

Additional Duties:  

  • Participate in statewide, regional, and national advocacy efforts pertinent to Home Care services. 

  • Support and manage special projects assigned by the Senior Vice President or Chief Programs Officer related to Home Care quality, compliance, safety, credentialing, growth, licensing preparation, and organizational improvement.

Skills & Requirements

Education, Qualifications, and Experience:

  •  Bachelor’s degree in Healthcare Administration, Business Administration, Public Administration or related field required, Master’s degree preferred;
  • Demonstrated competence in leading teams. Recognized by peers and customers as a leader, able to inspire shared vision, mobilize support, manage conflict, encourage participation, recognize achievement and work though complex cross functional work processes;
  • Excellent written, oral and presentation skills;
  • Internal Auditing skills;
  • Policy & Procedure creation skills a plus;
  • A firm grasp of group dynamic and facilitation of change required;
  • Ability to present complex materials in small groups.

The base pay for this position ranges from $120,000 to $130,000 and will vary based on factors such as skills and experience. Base pay is one part of the Total Compensation that JEVS Human Services provides to recognize employees for their work.
