 A full-time Counselor 1 position is available with Liberty and the Indiana Sex Offender Management and Monitoring Program (INSOMM Program).

The INSOMM Program is an innovative program that invites collaboration between public and private sector groups across the state of Indiana with the goal of reducing sexual violence and sex offenses. The INSOMM Program provides special treatment programming to adult and juvenile sex offenders committed to the Indiana Department of Correction. Additionally, the INSOMM Program utilizes a Containment Model to provide maximum protection to the public while sex offenders are under parole supervision in the community.

As a Counselor 1 with the INSOMM Program, you will be responsible for:

  • Monitoring and evaluating program participants in the context of group treatment for psychosexual problems, and mental health and behavioral problems, to determine changes in risk level, progress in treatment, and overall motivation for participation in the program.
  • Conducting an initial meeting with offenders to provide them information about the INSOMM Program and to obtain their consent for participation in Phases I and II of the INSOMM Program.  Writing conduct reports on all offenders who refuse participation in the INSOMM Program.
  • Performing risk evaluations on selected participants within the scope of licensure, certification and training.
  • Facilitating sex offender treatment and psycho-educational group sessions in accordance with the program’s curriculum for sexual offenders.
  • Monitoring participants’ progress/lack of progress in program.
  • Contributing or taking a leadership role in staff meetings, case conferences, peer review, case presentations, and training activities.  
  • Providing consultation to program, correctional/security staff and related behavioral health providers, including attendance at inter-departmental meetings.
  • Referring clients to necessary psychiatric, mental health and medical services or other specialized care as needed.
  • Performing various administrative duties, including writing of group progress notes and Summary Reports, compiling of monthly utilization statistics and forwarding of this data to the Team Leader/Clinical Director, and attending staff meetings.

Your work schedule will be Monday through Friday, primarily during daytime hours. You will work four days each week onsite at the at the New Castle Correctional Facility in New Castle, IN (counseling adult male inmate sex offenders) and one day each week at the Rockville Correctional Facility in Rockville, IN (counseling adult female sex offenders).

Skills & Requirements

Well-qualified applicants for this position will possess the following attributes:

  • Minimum of a Master’s degree in psychology, social work, counseling or related human services field.
  • Licensed, or eligible for licensure, in Indiana as a Clinical Social Worker (LCSW), Mental Health Counselor (LMHC) or Psychologist. Applicants who are not yet licensed professionally but able to become licensed within 12 months will be considered.
  • Minimum of 1 year of full-time experience working with sex offenders is preferred.
