Liberty Healthcare will soon establish a new statewide program in Maryland which will provide strategies that enhance the quality of life and help to ensure the health and wellbeing for individuals with intellectual and developmental disabilities who receive publicly-funded supports and services.

Specific program services and objectives will include:

  • Monitoring of basic waiver assurances – including level of care reviews; service record reviews; critical incident reviews; quality provider reviews, and reviews of Health Risk Screenings (HRST)
  • Utilization reviews – including verifying quality and quantity of services delivered by providers
  • Execution of the National Core Indicators Surveys – including face to face consumer surveys, family member surveys and family guardian surveys
  • Achieving system and provider accreditation by the Council on Quality Leadership (CQL) 

Liberty Healthcare seeks qualified candidates for a new Executive Director position which will lead this initiative and be responsible for:

  • Functioning as the program’s top executive / CEO
  • Leading a complex start-up initiative
  • Contributing to Liberty’s high-performance culture through the hiring and professional development of program managers and staff - including a remote / field-based workforce
  • Ensuring contract deliverables are met or exceeded and services are provided as efficiently and effectively as possible
  • Leading an array of performance management, risk management, utilization review initiatives
  • Consistently maintaining outstanding client and customer satisfaction and demonstrating high value of Liberty’s services
  • Preparing, developing and managing the program’s budget
  • Proactively anticipating and preventing problems that could result in client risk, customer dissatisfaction or failure to deliver contracted services
  • Liaising with an array of key stakeholders - including public health and human services officials, Liberty Healthcare corporate representatives and various community and provider organizations

Skills & Requirements

You are a good fit for this position if you possess the following:

  • Successful track record of providing executive-level leadership over large and complex health and human service programs
  • Minimum of seven years of experience specifically related to quality assurance and quality satisfaction surveys for people with disabilities
  • Deep knowledge of HCBS waivers, utilization review and quality improvement principles, interrater reliability methodologies and accreditation processes
  • Experience working within or in close partnership with government agencies responsible for Medicaid services
  • Minimum of a Master’s degree
  • Entrepreneurial spirit and ability to excel in a fast paced and evolving environment

Experience with the Council on Quality and Leadership (CQL) and knowledge of Basic Assurances® and Personal Outcome Measures® is helpful.

Please note - this position is virtual / remote, however residency in Maryland or within a 90 minute drive of Baltimore is required.
