Octo Consulting Group is seeking a Systems Analyst that possesses a strong blend of requirements analysis/management and agile transformation experience with a strong understanding of the latest technology trends to support to join our growing team in Washington, DC. The Federal government needs requirements development and management support along with business analysis and planning support to include conducting requirements reviews, managing and tracing requirements, facilitating requirements workshops and providing requirements best practices coaching and training. This consultant will help mature the Agency’s Requirements Management program and will be responsible for providing business analysis and requirements development and management, waterfall to agile transition, and quality assurance expertise to a Federal client.

 

Responsibilities:

  • Provides technical guidance and recommendations at the enterprise level to all levels of personnel, including senior executives, leveraging knowledge of current IT trends and innovative technology
  • Provide systems analysis expertise, requirements support, and business analysis to help guide and inform various projects/initiatives in need of requirements support across the Agency’s portfolio of projects. The consultant will not focus on one particular system but, rather, a portfolio of systems and projects
  • Analyze, manage requirements and maintain requirements status through coordination with the System Integrator/Developer organization
  • Write requirements, use cases, and business rules
  • Applies best practices and expertise with transitioning the Agency from Waterfall to Agile to assist with Agency transformation
  • Apply knowledge of computer system principles, automated data processing functions, and software languages to provide guidance and recommends on developing solutions that meet the business requirements
  • Work with IT stakeholders to assist with application modernization, application consolidation, and retiring legacy applications
  • Analyze business (functional requirements) and translate them into system (non-functional) requirements and specifications for development team
  • Analyze complex application problems involving all phases of system analysis to provide requirements recommendations that will help the business stakeholder derive a solution
  • Assist users, functional and technical Subject Matter Experts (SME) in defining requirements for the application, definition, and design
  • Performs the gathering, analysis, and synthesis of information for business and system requirements definition
  • Reviews system requirement documents, system design specifications, test documents to ensure compliance with specifications as part of the Requirements Review process
  • Develop and maintain requirements support documentation
  • Analyzes software maintenance requirements including trouble report and change proposal analysis
  • Provide leadership to the team throughout project life cycle
  • Leads the requirements efforts by assessing the business needs, defining goals and objectives, and decomposing requirements to successive levels of detail
  • Reviews submitted requirements artifacts and provides detailed analyses in a timely manner
  • Effectively communicate and convey a thorough understanding of the requirements management lifecycle and hierarchy to stakeholders
  • Leads efforts to promote awareness and adoption of requirements efforts across the Agency
  • Serve as a liaison between technical and business stakeholders by providing Requirements Management and Business Analysis
  • Proactively identifies opportunities to mature the requirements management program and provide recommendations for process improvements based on lessons learned

 

Skills & Requirements
  • At least 12 years of post-collegiate professional experience
  • At least 8 years of experience in System Analysis or Information System
  • Proven expertise in performing business analysis, requirements analysis, managing requirements, and facilitating requirements workshops
  • Strong customer relationship management, communication (written and verbal) and consulting skills
  • Knowledgeable on governance and Systems Development Lifecycle (SDLC) (i.e., Waterfall and Agile methodology) through experience with developing systems
  • Strong understanding of the Cloud, Data Analytics, application modernization, application lifecycle, and solution design
  • Ability to quickly adjust and adapt to changing client demands
  • Organized and process-oriented business analyst professional with great attention to detail
  • Maintains a thorough understanding of the Requirements Management Life Cycle (RMLC)
  • Proven expertise in developing, reviewing, and managing Business Requirements Documents (BRD), Requirements Traceability Matrices (RTM), and data generation
  • Proven expertise writing requirements, system specifications, and use cases
  • Experience with transitioning Agencies from Waterfall to Agile
  • Understands conceptual business models and process flows
  • Ability to effectively  explain the characteristics of a “good requirement”
  • Technical expertise and ability to effectively explain technology to business stakeholders
  • Proficient with MS Office Suite (i.e., Word, Excel, Visio)

Desired Skills

  • Exhibits a passion for current IT trends and innovative technology
  • Familiar with Enterprise Architecture and Portfolio Management
  • Knowledgeable with the HP ALM suite
  • Familiar with Jira
  • Knowledgeable with acquisitions and/or business process reengineering (BPR)
  • Knowledge and experience with ServiceNow

Education:  Bachelor’s Degree is required
