Octo Consulting Group is seeking a Business Process Reengineering Specialist to join our growing team in Silver Spring. The position requires a clear understanding and deep experience of requirements and process improvement to provide effective business analysis support to the FDA to improve how study data is managed.


  • Work with project delivery teams to provide leadership and analytical support in the execution of project approaches and development of deliverables and strategic recommendations to drive organizational improvements in business processes, program operations, strategic planning, policy effectiveness, and decision–making.
  • Lead/facilitate/support cross-functional (business, technical and operational) team discussions.
  • Leads requirements efforts by assessing the business needs, defining goals and objectives, and decomposing requirements to successive levels of detail.
  • Applies requirements management best practices to facilitate, elicit, and analyze business and system requirements, create conceptual business models.
  • Analyze process and re-engineering, with an understanding of technical problems and solutions as they relate to the current and future business environment.
  • Provide consultation on complex project issues while considering the business implications of the system to the current and future operational environment.
  • Ultimately responsible for the quality and comprehensiveness of all requirements artifacts, including the Business Requirements Document (BRD).
  • Establish systems specifications and objectives, based on requirements and cost effectiveness, and provider recommendations to government personnel.
  • Provide technical/project briefings as required and presentation support for senior leadership.
  • Preparation of meeting minutes as requested
  • As required provide "what if" analysis and potential courses of actions due to program changes or external influence showing impact to critical path.
  • Devise or modify procedures to solve complex problems considering system capacity and limitations, operation time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications.
  • Write and/or edit technical documents, including reports, user manuals, briefings and presentations, guidelines, special reports, and other project deliverables to meet contract requirements.
  • Develop outlines and drafts for review and approval by technical specialists and project management ensuring that final documents meet applicable contract requirements and regulations.
  • Research and gather technical and background information for inclusion in project documentation and deliverables.

  • Strong stakeholder relationship management skills.
  • Capable of using MS Office tools to prepare documents, spreadsheets, and presentations.
  • Organized and process-oriented business analyst professional with great attention to detail
  • Excellent communication skills (writing, speaking and listening).
  • Proactive attitude that allows them the flexibility to adapt and adjust as necessary to meet short deadlines and changing mission requirements.
  • Self-starter able to manage tasks with little or no supervision.
  • Basic knowledge of the fundamentals of program and project management.
  • Capable of using MS Office tools to prepare documents, spreadsheets, schedules and presentations.
  • Strong consulting and client management skills.
  • Project management, analytical, and critical thinking skills.
  • Ability to multi-task across assignments and engagements as needed.
  • Desire to work in a collaborative environment, and to solicit and provide constructive feedback.
  • Ability to think strategically, and actively participate in discussions with client, management and staff.
  • Ability to work autonomously and build relationships.


  • MA or MS degree in a life science-, engineering-, or health-related field or MBA degree preferred; PhD degree in life science-, engineering-, or health-related field a plus
  • 1+ years of experience with the health or medical product industries, including R&D, clinical, regulatory, marketing, strategy, operations, manufacturing, or consulting
  • 1+ years of experience in working with the FDA
  • Knowledge of medical product development and regulatory pathways
  • Lean Six Sigma Certification
  • Regulatory Affairs Certification (RAC)


  • On-site meetings, supports and operations shall be performed at 10903 New Hampshire Avenue, Silver Spring, Maryland, 20993. Otherwise work will be performed in Alexandria, VA

Other Considerations: This position is W-2 only; no Corp-to-Corp or 1099 candidates.Relocation will not be offered. Selected applicants will be subject to a background investigation. Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include use of computer monitor screens up to 80% of time.
