Job Description

Octo Consulting Group is seeking an experienced Electronic Records Management and Change Management Subject Matter Expert to join our growing team in support of a Federal customer in Alexandria, VA.


  • Develop Organizational Change Management plans that current state of the Client, future state (vision) for the organization and an assessment that evaluates potential impacts of the project deliverables.
  • Develop an organizational communication plan/strategy to facilitate informal and formal communications to a variety of audiences and key stakeholders both internal and external to the Client to facilitate and drive program outreach and organizational awareness/readiness. This plan shall include Frequently Asked Questions (FAQs), Newsletters, Town Hall meetings, etc.
  • Develop comprehensive training plans outlining the training goals, learning objectives, and learning methods. The training plan shall also include any prerequisites required for training for both the user and technical support.
  • Assist in preparing responses to Congressional and Administrative data calls for electronic records as applicable.
  • Develop Standard Operating Procedures for operational processes.
  • Create executive-level presentations, white papers, and briefs with both images and text as requested.
  • Participate in reviews with steering committees and senior managers and attend all additional meetings as directed by the TOM.
  • Follow, and ensure all efforts follow Federal Client’s processes, procedures, policy, and standards including the System Development Life Cycle (SDLC), and that documentation is in accordance with Section 508 requirements.
  • Develop a test plan and associated SDLC artifacts to ensure records can be created, tracked, managed, maintained, and disposed for one or more business groups. Make adjustments as necessary to the project and implementation plans.
  • Leverage work performed in previous phases to provide plans and roadmap, both detailed and presentation level, using graphical representations to provide a high-level overview of the project goals, objectives, schedule, milestones, deliverables, possible risks, issues, and dependencies. Update based on analysis, research and proof of concepts.
  • Provide support to produce and document proof of concepts as per project plan/schedule
Skills & Requirements
  • 14+ years of experience
  • Records Management experience
  • Experience in developing roadmap, change management plan, market survey and proof concept
  • Can lead and develop functional testing, and training plans
  • Cross Functional Skills such as Strategic planning, performance management, enterprise architecture, business process reengineering, organizational design and efficiencies, Lean Six Sigma, concept of operations, shared services, and knowledge management, technology management, market analysis and survey design and execution
  • Analytical Skills


  • Masters or above in Competitive law, Business Strategy, Economics, Information goods pricing and policy
  • Experience in Strategic management and CIO advisory services

Other Considerations: This position is W-2 only; no Corp-to-Corp or 1099 candidates. Relocation will not be offered. Selected applicants will be subject to a background investigation. Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include use of computer monitor screens up to 80% of time.
