Octo Consulting Group is seeking a Business Process Reengineering Analyst II to join our growing team in Washington, DC. The Federal government needs requirements development and management support along with business analysis and planning support to include conducting requirements reviews, managing and tracing requirements, facilitating requirements workshops and providing requirements best practices coaching and training.


  • Effectively and frequently communicates direction and guidance in a clear and concise manner to the team to ensure transparency and consistency across the team
  • Interfaces and consults with all levels of personnel, including senior executives, on a regular basis to manage client expectations and establish rapport
  • Analyze new and complex project-related problems and create innovative solutions
  • Proactively identifies opportunities to mature the requirements management program and provide recommendations for process improvements based on lessons learned
  • Effectively communicate and convey a thorough understanding of the requirements management lifecycle and hierarchy to stakeholders
  • Research, compile, and analyze information to develop/revise processes, procedures, presentations, lessons learned, and requirements documentation ensuring that final outputs meet standards for order, clarity, conciseness, style, and terminology
  • Apply process improvement, reengineering methodologies, and internet-related methodologies and principles to conduct process modernization projects
  • Responsible for helping existing Divisions, Offices, or project teams transition from As-Is to To-Be to accomplish the organization’s goals or project activities and objectives through comprehensive analysis of their existing processes
  • Support activity and data modeling, development of modern business methods, identification of best practices, and creating and assessing performance measurements
  • Provide group facilitation, interviewing, training, and additional forms of knowledge transfer
  • Provide leadership to other contractor business reengineering specialists
Skills & Requirements
  • At least 8 years of professional experience
  • At least 5 years of Federal BPR experience
  • Lead Six Sigma Greenbelt Certification
  • Strong customer relationship management, communication (written and verbal) and consulting skills
  • Ability to quickly adjust and adapt to changing client demands
  • Organized, analytical, and process-oriented professional with great attention to detail
  • Ability to effectively explain technology to business stakeholders
  • Proficient with MS Office Suite (i.e., Word, Excel, Visio)
  • Understands conceptual business models and process flows

Desired Skills:

  • Ability to effectively explain the characteristics of a “good requirement”
  • Understands Requirements Management and requirements documentation (e.g., Business Requirements Documents (BRD), Functional Requirements Document (FRD), Requirements Traceability Matrices (RTM), etc.)
  • Experience working for a Center of Excellence

Education:  Bachelor’s Degree is required
