Octo Consulting Group is seeking an experienced Application System Analyst to join our growing team in support of a DoD customer. The Application System Analyst will provide maintenance, sustainment, enhancement, and integration support, including day-to-day system coverage, data analysis, and requirements development, for a suite of Financial Management applications.


  • The successful candidate will work directly with customers, developers, test engineers, and others throughout all stages of the development lifecycle to provide maintenance and support for a suite of Financial Management applications.
  • Responsible for documenting requirements and for maintaining and updating the Requirements Traceability Matrix.
  • Responsible for the design of software solutions using SQL stored queries, procedures, functions, views, and triggers, HTML, Java script, CSS and Java for web development.
  • Responsible for reviewing Software Development Plans (SDP), Preliminary Design Documents (PDD), and Software Design Documents.
  • Responsible for executing the Quality Control Plan for the Program.
  • Responsible for providing Tier 2 and Tier 3 Help Desk support and for troubleshooting system issues related to software applications.
  • Supports Functional Testing, Integration Testing, Regression Testing, and Government Acceptance Validation (GAV).
  • Facilitates testing improvements by recommending best practices, supporting other testers and sharing knowledge of test tools.
  • Responsible for developing Training documentation for software releases and for maintaining the Program Training Plan.
  • Responsible for ensuring that solutions are 508 compliant.
  • Responsible for ensuring work is consistently delivered using CMMI Level 3 development practices.
  • Responsible for communicating status weekly, providing demonstrations of code and contributing to other team efforts whenever required.

Skills & Requirements
  • BA/BS Bachelor’s Degree and a minimum of Three (3) years of professional experience; Five years of experience may be substituted for the degree requirement.
  • Understanding of DoD Business Enterprise Architecture (BEA) and DoD Standard Financial Information Structure (SFIS).
  • Active DoD Secret security clearance.
  • Reviews Customer requirements documents for each release.
  • Supports resolutions of Tier2/Tier3 Help Desk tickets; identifies and creates Change Requests (CRs) and Defect Reports (DRs) related to resolution of tickets.
  • Reviews Software Development Plans (SDP), Preliminary Design Documents (PDD), and Software Design Documents for each release
  • Supports functional testing, regression testing, integration testing, and GAV activities.
  • Creates training material for each application release and delivers training to end users, as required.
  • Creates the Software Version Description Document.
  • Supports the Configuration Management process and leads Release Management activities for the Program.

Preferred Skills

  • Knowledge of Financial Management terminology and business processes.
  • Experience with Serena Business Manager and Serena Dimensions Lifecycle Management tools.
  • Previous experience supporting DoD customers.
  • Familiarity with IBM Rational DOORS.
