Octo is currently seeking a Lead Developer to join a growing team on an exciting and highly visible Operations & Maintenance project for a DoD customer. This individual must have experience leading development teams and integrating multiple software configuration items into a cohesive end product.

Responsibilities Include:

  • The successful candidate will lead a team of 6 to 8 developers and test engineers throughout all stages of the development lifecycle to provide maintenance, sustainment, enhancement and integration support for a suite of Financial Management applications
  • Responsible for leading the design, development, and engineering of software solutions using SQL stored queries, procedures, functions, views, and triggers, HTML, Java script, CSS and Java for web development.
  • Responsible for producing Software Development Plans (SDP), Preliminary Design Documents (PDD), and Software Design Documents.
  • Responsible for updating the Requirements Traceability Matrix to link Requirements to Configuration Items and Test Scenarios.
  • Responsible for ensuring high quality and secure code and for writing and integrating unit, integration and other automated test scenarios.
  • Responsible for ensuring code is 508 compliant.
  • Responsible for ensuring code is consistently developed using CMMI Level 3 development practices.
  • Responsible for communicating status weekly, providing demonstrations of code and contributing to other team efforts whenever required.

Skills & Requirements
  • Bachelor's degree and a minimum of 8 years of experience; additional 5 years of experience may be substituted for the degree requirement.
  • Must have full System Development Lifecycle (SDLC) experience.
  • Possess a current and active DoD Secret security clearance.
  • 5 years of experience with software development.
  • 5 years of experience with unit and integration testing of code, including the use of automated testing frameworks.
  • Experience with build tools including Ant and Maven.
  • Experience with full stack SDLC, SQL stored queries, procedures, functions, views, triggers, SQL database modeling, constraints, indexes, HTML, JavaScript, CSS, and Java.
  • Experience with CM tools including SVN and Git.
  • Experience with source code control tools.
  • Understanding of DoD Business Enterprise Architecture (BEA) and DoD Standard Financial Information Structure (SFIS).
  • IASAE Level III Cybersecurity certification, in accordance with DoD 8570.01-M.
  • At least one year of experience developing applications for enterprise business customers.

Preferred Additional Skills:

  • Experience with continuous integration and continuous deployment.
  • Experience with JIRA and Confluence.
  • Experience with REST and SOAP web services.
  • Experience with agile development methodology, preferably SAFe or Scrum.
  • Good oral and written communications skills with experience in delivering/presenting to the customer are a plus.
