Job Description

Octo Consulting Group has an immediate opening for a Project Manager to lead operational support services of a Master Data Management environment for a Federal Government client.  Resource must be flexible and thrive in an Agile and highly-collaborative environment.

 Responsibilities:

  • Manage project resources, monitor project schedule, and prepare financial budgets.
  • Interpret Agency initiatives and client requirements and provides guidance and direction to subordinate data base administrators, data architects, technical architects and business analysts to ensure adherence to standards.
  • Provide leadership throughout MDM project and operations and maintenance components:  vision, strategy, metrics, information governance, organization and roles, information life cycles and enabling infrastructure.
  • Provide analysis assessment, technical or business area expertise in all relevant areas.
  • Provide guidance to members of information technology and business teams.
  • Direct requirements analysis and develops project plans, schedules, and budgets.
  • Ensure responsiveness to customer stakeholders and quality of O&M deliverables.
  • Manage an environment with need for timely corrective action and frequent releases.
  • Facilitate change, including collaboration with senior-level stakeholders.
  • Ensure the integration of the various parts of the enterprise architecture program (e.g. business, data, application and technical).
  • Applies intermediate knowledge of the subject matter to analyze and solve problems in all relevant areas as specified in Orders.
  • Assists in leading teams with business requirements and analysis, evaluation and implementation of systems or processes.
  • Prepares status reports, project metrics, and performs risk management for the project.
  • Plans, designs, and conducts studies to include risk analyses, contingence planning and feasibility studies.
  • Assist in presentations and creating budgets and complex spreadsheets.            
Skills & Requirements
  • The ideal candidate must be self-motivated with a proven track record in Project Management with demonstrated experience in cloud and web technologies. 
  • 7+ years of Project Management or Team Lead experience.
  • 7+ years of experience with projects of similar size, scope and complexity.
  • Knowledge in, enterprise application architecture as well as experience managing expectations when balancing alternatives against financial & resource constraints.
  • Working knowledge of Waterfall and Agile software development methodology.
  • Strong presentation and communication skills. Will be working directly with customers on site.
  • Knowledge in, Earned Value Analysis and has the ability to prepare Earned Value Management reports.

Preferred Skills

  • Experience within FDA IT environment
  • Experience leading COTS tool transitions
  • Knowledge of medical product development and regulatory pathways
  • Knowledge of FDA EPLC
  • Knowledge of ICH eCTD standards
  • PMP certification

Location: 

  • On-site meetings, supports and operations shall be performed at 10903 New Hampshire Avenue, Silver Spring, Maryland, 20993. Otherwise work will be performed in Alexandria, VA

Other Considerations: This position is W-2 only; no Corp-to-Corp or 1099 candidates.Relocation will not be offered. Selected applicants will be subject to a background investigation. Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include use of computer monitor screens up to 80% of time.
