Octo Consulting Group is seeking an Acquisitions Control Specialist to complement a 15 person team responsible for the oversight of IT program operations on behalf of a federal civilian agency. The team monitors and conducts oversight activities for the IT service providers for compliance with contractual operational parameters as established by various contracts. You will be responsible for analysis, reporting, and tracking acquisitions, contracts and performance reviews, providing risk reports, variance analyses, and status reports. You will interface with professionals from the Government PMO, contracting office, various stakeholder groups, and management, acquisitions, budget, engineering, enterprise architecture, security, and configuration management professionals as needed.


  • Assist in Acquisition formulation and analysis for the Department
  • Continuous and thorough analysis during each phase and throughout the entire lifecycle of the Acquisition Business Processes
  • Ability to map out existing As Is Processes, identify gaps and develop To Be processes for the department
  • Develop Controls Documentation along with checklists, and Standard Operating Procedures (SOP) for the team
  • Provide weekly status reports on current contracts, contract modifications, and document all additions, deletions or new contracts actions as well as any complaints/issues requiring resolution.
  • Maintain a complete repository of all contract actions (provided by the Department and/or other contractors) to include the overall contracts and modifications, individual task orders, all procurement acquisition orders, vendor invoices submitted, payment records, and all applicable contract records to maintain the integrity and complete historical record of all contract actions.
  • Develop historical files and documents maintained in the data repository;
  • Provide records and direct assistance for all requests for information in support of all audit inquiries or general inquiries.
  • Collate periodic personnel rosters of all Contract Personnel, to include names, labor categories, current assignment, and security classification.
  • Assist in the preparation of contract package documentation including Market Research, PWS, Cost Estimates and other supporting documentation as needed for COR review and approval.
  • Input and manage contract data (provided by the Department and/or other contractors) in a repository using funding and CLIN disbursement schedule and generate documents for contract file.
  • Assist in performing contract closeout procedures such as processing closeout requests, preparing contract folders for closeout, and other closeout requirements prior to CO review and approval.
  • Acquisition and contract action tracking to include issues requiring resolutions for all contracts. This shall include current contracts, modifications, and additional documents.
  • Provide weekly status reports to provide a comprehensive tracking and view of inquiries, current contracts, modifications, actions, complaints/issues.
  • Collect relative contract data such as scope and performance, on a regular basis to consolidate and track to report and present data to the Department management.
  • Manage strategic initiatives and maintain a planning database for major initiatives that highlight benefits, results, savings and status in order to response do ad-hoc high profile requests and conduct senior management level briefings.
  • Perform acquisition related administrative support such as printing of materials, filing of records, meeting organization, minutes, and documentation development.
Skills & Requirements
  • At least 5 years of acquisition support experience
  • Experience in risk identification and reporting
  • Experience in written and oral status presentations
  • Public trust clearance or higher
  • BA/BS degree

Desired Skills:

  • Works well in small to large teams
  • Presents well formulated recommendations to task area leads
  • Excellent communicator (writing, speaking, listening) with experience advising Government PMOs
  • Excellent knowledge of the FAR and associated contracting strategies, rules, and regulations
  • Excellent knowledge and use of the MS Office suite (Word; Excel; PowerPoint; Project; Visio) to prepare documents, spreadsheets, and presentations
  • Experience as a lead of functional groups
  • Experience with large, complex IT projects and organizations
  • Current CCMP, CCFP, and/or previous FAC/DAWIA certifications
  • Previous US Army or Defense experience a major plus


Education:  Bachelor’s Degree is required

Clearance: Public Trust Tier 6 (Top Secret equivalent)
