With our steady growth, Octo Consulting Group has a need for a Program Engineering / Technical Advisor to support the US Army’s Project Director (PD) Reserve Component Automation Systems (RCAS) Program. RCAS is an automated information system that provides the Army the capability to administer, manage, and mobilize Army Guard and Reserve forces.

The position will be responsible for providing technical oversight and program management to a full range of engineering and programmatic activities within an agile software development environment (e.g., Application, Database, Release Management & Test Evaluation, Information Assurance, and Documentation support) for a variety of RCAS programmatic mission objectives.

Primary Job Duties and Responsibilities Include:

The consultant will work closely with the PD on a myriad of tasks and activities. Major tasks are to effectively monitor DoD and Army sites for new regulations, policies, etc. Provide technical insight to the Chief Technical Officer (CTO) on any new Army policies, plans and documents that have been released and their impact.  Consultant will provide planning, implementation and sustainment of the PD’s local IT infrastructure. Will serve and participate proactively with senior leadership to develop and execute strategic plans to optimize the use of information technology in support of the Army RCASS and Distributed Learning Program.

Other responsibilities include, but are not limited to:

  • Provide long-term technical vision and strategy at the program level.
  • Provide technical support and oversight for PD IT portfolio management and compliance.
  • Provide technical solutions to automate processes or functions to improve business operations.
  • Provide technical insight and analysis to Information Technology (IT) documentation.
  • Provide technical knowledge and oversight to database, release management, and test evaluation support activities (e.g., task tracking, Information Exchange preparation and maintenance, database development, release planning throughout the lifecycle, and monitoring).
  • Review and assist in integrated technical approaches to define, document and recommend appropriate directions, courses of action to senior leadership.
  • Identify the client’s desired end-state needs and translate their requests into feasible solutions. 
  • Propose technical and procedural solutions, conduct impact analysis, and recommendations.         
  • Provide oversight for validating results from requirements, design, development, and engineering reviews’.
  • Ensure all PD engineering CDRLS are reviewed in a timely manner.
  • Assist with the monitoring and administration of special projects assigned to the PD.
  • Provide technical assessments and identifying gaps found within reports (e.g., Emerging Technology).
  • Ensure all task related activities and suspense’s issued down from Army, PEO EIS are completed timely.  
  • Participate in technical meetings.
  • Provide oversight and technical knowledge for planning, coordinating, scheduling, executing, recording, and reporting on on-site evaluation and validation activities.
  • Research and identify new state-of-the-art technologies to optimize current processes within the PD.
  • Coordinate and obtain concurrence on issues regarding technical documentation.
  • Support development of agendas, interface specifications and addenda reviews, correspondences.
  • Review and update process documents, user guides, installation instructions, meeting minutes, contract reviews, deliverable reviews, and other documentation as required.
  • Provide support and assistance to Information Assurance (IA) strategic and operational planning, and assessments.
  • Provide technical understanding of Cyber Security reviews, assessments, documentation.
  • Participate in key meetings for the purpose of providing IA technical insight and regulatory guidance.
  • Provide IA technical insight and regulatory guidance to the PD RCAS staff on an as needed basis.
  • Produce reports and monitor development of policies and procedures for program level management.
  • Leads cross-functional technical team discussions.
  • Provide technical/project briefings as required and presentation support for senior leadership.
  • Deliver both oral and written technical communication to the highest levels of senior leadership.
  • Apply appropriate DoD statutes, rules, and processes.
  • Evaluate and document key technical processes and products and recommend process improvements.
  • Consistently and proactively monitor DoD and Army sites for new regulations, policies, etc. that may impact RCAS.
  • Provide assistance in planning, managing, and conducting technical project reviews.
Skills & Requirements

The successful candidate will have:

  • Experience effectively managing automated information system programs similar in size, scope, and complexity of RCAS.
  • Enterprise portfolio management, architecture, and systems engineering skills across the Department of Defense
  • Substantive knowledge of the fundamentals of automated information systems engineering.
  • Extensive familiarity and experience with Army references, standards, and guidelines pertaining to IT and systems engineering.
  • Familiarity and demonstrated experience supporting automated information systems, telecommunications, databases, and distributed learning technologies.
  • Strong stakeholder relationship management skills.
  • Experience operating within PEO-EIS and/or Army Guard/Reserve communities.
  • Working knowledge of the Program Executive Office and Resource Sponsors, organizations, processes, programs, and policies.
  • Possess strong leadership, teamwork, and team building skills with the proven ability to perform in a dynamic environment.
  • Excellent written and verbal communication skills.
  • Capable of using MS Office tools to prepare documents, spreadsheets, and presentations.
  • Able to travel to CONUS or OCONUS locations as needed to support job duties.
  • Strong technical acumen, analytical, and critical thinking skills.
  • Ability to multi-task across assignments and engagements as needed.
  • Desire to work in a collaborative environment, and to solicit and provide constructive feedback.
  • Ability to think strategically, and actively participate in discussions with client, management and staff.
  • Ability to work autonomously and build relationships.


  • Bachelor's degree from an accredited education institution, or demonstrated up to 7-10 years of recent equivalent experience, with a major in a field that provides substantial knowledge useful for managing IT requirements and system engineering activities, MS a plus
  • Current and active DoD SECRET security clearance.
  • At least 5 years of related IT systems engineering experience
  • Excellent communication skills (writing, speaking, and listening)
  • Federal Government and/or consulting experience; Army Guard/Reserve experience preferred
  • SAFe/ITIL/MCSE preferred
  • Complex IT automated information systems and distributed learning technology experience
