With our steady growth, Octo Consulting Group has a need for an Acquisition Specialist to support the US Army’s Product Lead Reserve Component Automation Systems/Force Management Systems (PL RCAS/FMS) Program. PL RCAS/FMS is an automated information system that provides the US Army the capability to administer, manage, and mobilize US Army Guard and Reserve forces.


The position will be responsible for providing Acquisition support to a full range of post award contracting activities within an agile software development environment (e.g., Application, Database, Release Management & Test Evaluation, Information Assurance, and Documentation support) for a variety of PL RCAS/FMS contractual mission objectives.


Primary Job Duties and Responsibilities Include:

The consultant will work closely with the Contracting Management Division Chief (CMDC) on a myriad of post award contractual tasks and financial activities. The consultant will ensure contracts are in compliance to regulations, policies, and terms and conditions.  The position will involve reviewing and understanding all post award contracts overall scope, and assisting the CMDC in managing the assigned contracts to ensure cost, schedule, and performance are met within established budgets.


Other Responsibilities Include, But Are Not Limited To:

  • Supports all aspects of post award contract administration.
  • Process contract actions requested by the CMDC.
  • Works in conjunction with other functional groups to support all aspects of contract administration and management.
  • Ensures current post award contracts are in compliance with contractual terms and conditions and that contracts are operating in accordance with legal requirements, customer specifications, and government regulations.
  • Prepares and maintains various reports and tracking mechanisms for both internal and external distribution.
  • Reviews and updates standard contracting templates
  • Identifies terms and clauses in contracting agreements that represent compliance risks.
  • Assist in drafting acquisition artifacts, including revision of documents, reports and evaluating opportunities for improvement and efficiency.
  • Provide assistance as directed for various business management functions as related to contract management.
  • Familiarity with commonly used contracting methods and contract types.
  • Able to adjust priorities seamlessly while operating in a fluid environment with changing priorities.


Skills & Requirements

The successful candidate will have:

  • Familiar with PEO-EIS and/or Army Guard/Reserve communities.
  • Strong technical acumen, analytical, and critical thinking skills.

  • Ability to think strategically, and actively participate in discussions with client, management and staff.
  • Ability to work autonomously and build relationships.
  • Familiar with federal government relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR, DFARS, and other agency regulations required.
  • Strong knowledge of total Governmental contracting process.
  • Excellent attention to detail, follow-up, and organizational skills.
  • Demonstrated ability to create and maintain strong business relationships.
  • Proven ability to adapt and manage effectively in a fast paced challenging environment and manage multiple, and oftentimes competing priorities.
  • Solid business acumen.
  • Ability to work independently and with minimum supervision under a system of discipline and accountability.
  • Ability to effectively present information and respond to questions professionally.
  • Ability to read, analyze, and interpret general governmental contractual regulations
  • Fluent in speaking, reading and writing the English language


  • Bachelor's degree in Business Administration, Contracting, or Finance with experience in contracts management.
  • Current and acitve DoD SECRET security clearance.
  • U.S. government experience in program management, contracting, or finance
  • 2 to 5 years of experience in government contracting fields with demonstrated application and interpretation of Federal Acquisition Regulations (FAR).
  • Excellent communication skills (writing, speaking, and listening)
  • Federal Government and/or consulting experience; Army Guard/Reserve experience preferred
  • SAFe/ITIL/CFCM preferred
