Job Description

We have an immediate need for a Contracts Manager. The Contracts Manager is responsible for a broad range of cradle to grave contractual actions across Octo’s business units (BUs), with a team approach to supporting all of Octo’s contract, subcontract, pre-award, and other related activities. CM will delegate workload and manage the day-to-day actions within their BUs of the department as well as escalating to leadership as appropriate.

An understanding of the compliance requirements of existing contract vehicles is essential for successful management of several GWAC, IDIQ, and GSA Schedules.  Duties will include participation in proposal preparation, coordination of pre-award contractual documentation (such as teaming and non-disclosure agreements), issuing subcontractor RFPs, executing small business compliance requirements, working with executive management, Business Development, Proposal Manager, Pricing, Accounting, Contracts Specialist/Administrator, Contracts VP, and client facing company VPs, Directors and PMs on contractual activities including both pre-award and post-award activities. 

Duties include:

  • Review request for proposals and work with the Business Development and Proposal team to coordinate input into a compliant business book. Attend bid decision, kick-off and other proposal related meetings
  • Ensure the company is compliant and meets contracts terms and conditions with our clients
  • Work with Contracts VP to create formal processes and checklists; follow established processes and procedures to enable effective and efficient customer deliverables and results within defined SLAs
  • Analyzes significant/complex/unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies, and business unit procedure 
  • May assist in new business pursuit and associated contract strategy 
  • Provide supervision and mentorship to contracts administrator(s)
  • Review award documents for concurrence against proposal submission
  • Ensure the master original paper and electronic files are maintained by contract administrator
  • Lead internal project activities, such as audits, establishing a procurement system, updating process and procedures, and other special projects
  • Lead negotiations of partner Agreements (Subcontractor RFP packages, TAs, NDAs, Subcontracts, etc.)
  • Lead and manage audit activities, such as GSA CAV, Small Business, Incurred Cost and Procurement
  • Provide daily updates to internal team Tracker and Master Contracts List (Microsoft Access)
  • Set-up and maintain contractual data in accounting system (CLINs, labor categories, rates, value, funding)
  • Ability to fully comprehend and relay contractual requirements to a broad audience; provide contracts summary and lead internal contract kick-off meeting
  • Work closely with PM and monitor requirements and constraints; provide business advice and guidance based on risk assessment.
Skills & Requirements
  • 1-3+ years of experience fully managing (including leading negotiations) of all contract types and agreements (TAs, NDAs, Subcontracts)
  • 3-5+ years government contracting experience (to include but not limited to, review of RFPs for compliance matrix, business book or technical writing, subcontractor negotiations, contract set-up in accounting systems, issue resolution of contract management execution, audit preparation, and close-out).
  • Familiarity and firm understanding of the FAR, to include implications of flowdown clauses during proposal submission process

  • Experience with Small Business graduation, M&A, and/or contract novation a plus
  • Accounting system experience a plus
  • Experience with pricing a plus
  • Supervisory experience a plus
  • CFCM, CPCM, PMP, Lean Six Sigma or other applicable certifications a plus


  • Bachelor's degree from an accredited education institution preferred
