Job Description

DUTIES:

Duties of this position include, but are not limited to:

·         Direct and indirect supervision of division employees, supervisory accounting technicians, lead accounting technicians, certification officers, transportation assistants and accounting technicians.

·         Initiates operating policies and procedures that will be used on a nationwide level in a variety of reporting, accounting, and supplier payment related areas.

·         Ensures and maintains adequate internal controls, both at the Finance Center and in canteens, to protect the VCS against avoidable losses resulting from mismanagement or dishonesty.

·         Creates and maintains a management information system utilized within the Division and as part of the Finance Center information systems to provide timely and accurate data on Division operations.

·         Formulates plans and procedures for complying with new or revised accounting standards and financial reporting requirements.

·         Instructs the payment of VCS suppliers and validation of supplier statements to ensure all payments and credits have been properly processed.

·         Facilitates maximum amount of cash discounts are taken and interest payments are made within supplier terms.

·         Directs, controls, and oversees temporary duty (TDY) and permanent change of station travel (PCS).  Ensuring compliance with Federal Travel Regulation (FTR) and VA travel policies and procedures for VCS travelers annually.  Ensures travel expenses are accurately and properly recorded in a timely manner.

Skills & Requirements

QUALIFICATION REQUIREMENTS:

·         Accounting degree or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.  The 24 hours may include up to 6 hours or credit in business law.

OR

·         Combination of education and experience with at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.  Applicant background must include one of the following.  24 semester hours in accounting or auditing courses of appropriate type and quality.  This can include up to 6 hours of business law or a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.  Transcript must be provided.

·         A thorough knowledge of generally accepted accounting principles and practices combined with extensive experience in the application of those principles and practices is required to ensure that the VCS accounting system is maintained in accordance with law, US Treasury requirements and VA regulations.

                                                                                                                                                                                                                            

SPECIALIZED REQUIRED EXPERIENCE:

·         Must have one year of specialized experience equivalent to at least the next lower grade 12 in the normal line of progression for the occupation in the organization.

·         Leadership experience to include developing employee performance plans and assessing employees fairly based upon an individual performance and accomplishments.

·         Experience managing the Accounts Payable modules within a financial management system’s subsidiary ledger and its operation impacts the general ledger and the financial results.

·         Knowledge of Federal Travel Regulations and policies.

HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.

These HCP may include, but are not limited to, emergency medical service personnel, nurses, nursing assistants, physicians, technicians, therapists, phlebotomists, pharmacists, health professions trainees (HPTs), contractor personnel, and persons (e.g., clerical, dietary, environmental services, laundry, security, maintenance, engineering and facilities management, administrative, billing, and volunteer personnel) not directly involved in patient care but potentially exposed to infectious agents that can be transmitted from HCP and patients. HCP include all VA licensed and unlicensed, clinical and administrative, paid and without compensation, full- and part-time, intermittent, fee basis employees who are expected to perform any or all of their work at these locations.
