This posting is for an anticipated future opportunity supporting DIA DO/EMO-3 at Marine Corps Base Quantico, Virginia. TRIAEM is proactively building a pipeline of highly qualified Senior CI Management Analysts for upcoming mission requirements.
ABOUT THE ROLE
You will support DIA DO/EMO-3 as it strengthens governance and functional management across the Defense Counterintelligence Enterprise. You will help turn enterprise performance data, policy requirements, mission priorities, and stakeholder input into actionable recommendations that improve integration, resource decisions, risk management, and mission effectiveness.

What You'll Do
- Develop, coordinate, implement, and assess enterprise performance measures for CI program effectiveness, operational efficiency, and alignment with Department and national priorities.
- Analyze enterprise performance metrics, resource allocation, and operational data to identify trends, gaps, risks, and opportunities for improvement.
- Develop actionable recommendations and courses of action for EMO leadership and enterprise governance bodies.
- Support the development and refinement of the CI enterprise governance model by monitoring and deconflicting activities, resolving programmatic issues, tracking risks, and coordinating stakeholder actions.
- Coordinate activities across Department of War (DoW), Intelligence Community, interagency, Combatant Command, Military Department, and allied stakeholders.
- Identify policy gaps, overlaps, and inconsistencies and support development or revision of policies, standards, SOPs, guidance, planning requirements, and strategic documents.
- Coordinate policy and planning activities with EMO, OUSD(I&S), and Defense CI Enterprise stakeholders.
- Establish and maintain knowledge-management and enterprise reporting processes, including compiling and validating mission and performance data.
- Prepare executive-level briefings, assessments, memoranda, information papers, decision materials, and responses to formal taskings.
- Coordinate working groups, conferences, training initiatives, governance activities, and stakeholder engagements.
- Capture leadership decisions, approved courses of action, risks, issues, and assigned actions and track them through resolution.
- Support CI modernization initiatives, enterprise risk assessments, collection-requirements management, and capability investment analysis.
- Support integration of CI equities into Combatant Command, Joint Staff, DoW, national, and interagency planning activities.

What We're Looking For
- Active TS/SCI clearance with a current CI polygraph.
- Ten (10) or more years of qualifying knowledge and/or experience in Counterintelligence disciplines and/or CI mission support.
- Demonstrated knowledge and experience in one or more CI disciplines, including investigations, operations, collection, analysis and production, functional services, and/or mission support.
- Demonstrated ability to analyze complex mission, program, policy, performance, or operational information and develop actionable recommendations.
- Ability to work effectively with senior leaders, governance bodies, mission stakeholders, and cross-functional organizations.
- Strong written and verbal communication skills with the ability to present complex information clearly and concisely.
- Ability to work on-site at Marine Corps Base Quantico, Quantico, Virginia.
- Ability to travel within the National Capital Region as mission requirements dictate.
- U.S. Citizenship required.
Preferred Qualifications
- Training as a credentialed Counterintelligence Special Agent or state/federal law-enforcement professional.
- Experience advising senior leaders or governance bodies on enterprise-level CI performance, policy, planning, resources, risks, and mission integration.
- Experience supporting the Defense Intelligence Enterprise, Intelligence Community, Combatant Commands, Military Departments, or interagency CI stakeholders.
- Experience with enterprise governance, performance measurement, policy development, strategic planning, risk management, or resource/program analysis.
- Experience supporting CI modernization, capability development, collection requirements, or investment analysis.
- Strong executive writing, briefing, facilitation, stakeholder coordination, and knowledge-management skills within classified environments.
Work Location
This anticipated position will be performed on-site at Marine Corps Base Quantico in Quantico, Virginia in support of DIA DO/EMO-3.
Mission requirements may include travel within the National Capital Region (NCR) to support stakeholder engagements, governance activities, working groups, conferences, planning sessions, and other mission requirements.
