The Project Manager will provide overall leadership, coordination, performance oversight, and customer engagement across multiple technical, analytical, and business operations workstreams. The successful candidate will be able to manage multidisciplinary teams, maintain visibility into program performance, identify and mitigate risk, and ensure high-quality delivery in support of DHS mission objectives.
Prior U.S. DHS experience is preferred. Candidates with direct USCG experience who understand DHS organizations, mission priorities, customer environments, and operating processes will receive strong consideration.
Key Responsibilities:
· Provide overall program and project management for contract execution, including planning, scheduling, staffing, performance, quality, risk, and deliverable management.
· Serve as a primary interface with Government leadership and maintain effective communication with customer stakeholders.
· Lead and coordinate multiple concurrent technical, analytical, and business operations workstreams.
· Establish and monitor program performance measures, milestones, schedules, risks, issues, dependencies, and corrective actions.
· Apply Lean Six Sigma and Continuous Process Improvement (CPI) methodologies to identify inefficiencies, improve workflows, and drive measurable performance improvements.
· Oversee teams supporting data analytics, business intelligence, reporting, dashboards, process improvement, and technology-enabled decision support.
· Ensure project activities remain aligned with scope, schedule, quality standards, and Government priorities.
· Prepare and present program status, performance metrics, risks, recommendations, and executive-level briefings.
· Coordinate across technical and functional teams to resolve issues, remove barriers, and maintain delivery momentum.
· Support Agile and/or iterative delivery practices as appropriate to the workstream.
· Promote effective governance, change management, documentation, knowledge transfer, and continuous improvement.
Required Qualifications
· Demonstrated experience managing complex Federal Government IT, business operations, analytics, or technology-enabled programs/projects.
· Experience leading multidisciplinary teams and managing multiple concurrent workstreams.
· Strong program management capabilities across planning, scheduling, performance management, risk, quality, staffing, and deliverables.
· Demonstrated experience applying process improvement methodologies and using performance measures/KPIs to improve operational outcomes.
· Experience working directly with Government customers and senior stakeholders.
· Ability to translate technical, analytical, and operational information into clear executive-level reporting and actionable recommendations.
· Strong written, verbal, facilitation, presentation, and stakeholder-management skills.
Desired Skills/Experience
· Direct U.S. DHS (USCG) experience.
· Experience supporting DHS IT, mission support, business operations, data/analytics, or related operational environments.
· Experience supporting DHS or comparable Federal mission organizations when direct USCG experience is not available.
· PMP, Agile, Scrum, SAFe, or comparable project/program management certification.
· Experience with Federal governance, change management, Continuous Process Improvement, and performance management.
Desired Analytics and Technology Experience
Hands-on development expertise is not required for the Project Manager; however, experience managing teams that use modern business intelligence, data visualization, analytics, and data-platform tools is highly desirable. Qlik experience is preferred, or experience with comparable tools such as:
· Qlik / Qlik Sense / QlikView
· Tableau
· Microsoft Power BI
· MicroStrategy
· IBM Cognos Analytics
· SAP BusinessObjects
· Databricks
· SQL and related data-query/reporting environments
· SharePoint
· Jira and Confluence
The strongest candidates will understand how these tools support executive dashboards, KPI reporting, operational analytics, data-driven decision-making, and performance improvement, even when they are not the hands-on developer.
The ideal Project Manager combines strong Federal program leadership with process-improvement expertise and an understanding of modern analytics environments. U.S. DHS experience is desired but not mandatory.
