Job Description

The Building People has a need for a full-time Project Management Support T-line & Substations supporting the Western Area Power Administration, Desert Southwest Regional Office. The employee will perform the following duties and tasks:

  • Assists Government Engineers and Project Managers in reviewing capital program specifications and associated documents for completeness, errors and omissions using WAPA guidelines.  Reviews the specifications packages, drawings, and other associated documents to ensure that they are error-free and complete.
  • Assists Government Engineers and Project Managers in reviewing designs, study documents and specifications for various complex projects, systems, or equipment.
  • Assists Government Project Managers/Engineers in preparing and reviewing Government cost estimates for Capital Projects.
  • Works closely with Government Engineers / Project Managers/Field Crews to develop materials lists for projects, prepare asset sheets for new equipment, removal of old equipment and for substation and communication facilities, project schedules, and closeout projects. Assists in developing project request along with funding requests. Reviews and helps develop contracts as necessary.
  • Assists Government Project Engineers in reviewing capital project change orders/modifications and associated documents prior to execution. Assists Project managers/Engineers /Field crews in work- load management for forecasting and project schedule coordination. Maintains up to date documentation of project schedules and communicates with stakeholders.
  • Provide technical design support to Government Engineers and Project Managers during the design of substation and communication facilities. Assists in estimating, risk analysis, scheduling, and project tracking.
  • Attend as well as setup and coordinate meetings to take notes on action items and provide project status updates as needed with internal WAPA employees and external customers.  This includes working independently facilitating meetings to provide project status updates with internal Government or contractor employees only.
  • Provides financial reports and status of assigned projects to Federal Engineers and Project Managers.
  • Assist in issues involving warehouse stocking and procedures. Assists in ordering and receiving material

 

Skills & Requirements

Required Qualifications & Experience:

  • Shall have knowledge of the practices and procedures pertaining to technical matters in the following areas:
  • Project management techniques such as, but not limited to Microsoft® Project scheduling and cost estimating.
  • Electrical, construction, and maintenance of high voltage transmission systems.
  • Project management experience in high voltage transmission systems. Project Management Professional/Project Management Institute (PMP/PMI) Certification preferred.
  • Associate Degree or Bachelor’s Degree (preferred). Utility project management experience may be substituted in lieu of educational requirements.
  • Minimum three (3) plus years of progressive development in the power industry in project management in construction or technical project management support.
  • Ability to read and understand one-line diagrams, plans, sections, three-line diagrams (AC schematics), DC schematic diagrams, wiring diagrams.
  • Ability to use Auto CAD, Visio, Office (Word, Excel) Adobe Acrobat.
  •  Familiarity with design and design standards, maintaining, repairing, and evaluating testing equipment and high voltage transmission systems, communication sites and project schedules, design of communication and substation protection facilities.
  • Includes all duties and tasks as outlined in PWS 3.3.1 B-H

Work Location:  Maricopa County at the main WAPA Desert South West Regional Office. There are some instances when a position may be dispatched to other locations for site visits or longer periods as deemed necessary.
