The Building People are looking for a qualified Construction Inspection Support to work on a federal facility in Phoenix, AZ, to fulfill the following duties/qualifications:
- Coordinates with Government construction representatives and/or Field Engineer to provide clarification of drawings and specifications to assure the construction contractor is adhering to contract documents and applicable rules and regulations.
- Provides support for on-site monitoring of the construction contractor's activities.
- Provides a weekly list of construction contractor employees and equipment for the assigned projects to the Governments Construction representatives.
- Provides, within 24 hours after the end of each work day, a daily report documenting the construction contractor's activities for the preceding day; photographs of the construction work in progress shall be part of the daily report. Daily reports shall be in a Microsoft® Word format with associated photos appended into the document or as instructed by a designated Government construction representative. Photographs shall contain information such as subject matter, features of work shown and other pertinent information to ensure complete coverage of the work progress.
- Submits a weekly report within 24 hours of the completion of the work week. Weekly reports shall be in a Microsoft® Word format with any additional associated photographs appended into the document or as instructed by the Government construction representative. - Documents work performed by the construction contractor employees on assigned projects using Government supplied forms or as instructed by the Government representative. The forms shall be completed and submitted electronically within the time constraints for daily and weekly reporting requirements.
- Assists the Government construction representatives in collecting design data, specification reviews, determining right of way access and analysis of contractor claims.
- Overnight travel is required up to 90% of time. Overtime will be mandatory based on required support needed at the various construction projects.
Requirements
- Shall have a thorough knowledge of the practices and procedures pertaining to electrical utilities construction and construction standards to ensure that the construction contractor’s material, equipment and work practices are in compliance with the contract terms and conditions, project specifications, OSHA/ANSI and other applicable industry quality and safety standards.
- The projects require expertise in the following: 1) Construction of substations ranging up to 500-kV 2) Voltage ranging from 34.5-kV to 500-kV 3) Construction of communications facilities including buildings, towers, etc. 4) Construction of control buildings, maintenance facility buildings, etc.
- Knowledge of construction practices and workmanship, including experience in proper use of construction materials and installation methods.
- Experience in interpreting construction drawings and specifications to ensure construction work performed complies with the construction contract, specifications and WAPA Construction Standards.
- Knowledge of safety practices in the high voltage construction industry, including familiarity with OSHA 1910 and 1926 safety requirements for construction projects. Thirty (30) hours of applicable OSHA/ANSI construction safety training is required.
- Minimum five (5) years of experience as an inspector, field engineer, superintendent or foreman related to the specific type of facility being constructed which may include transmission line, substation, communications facility (buildings towers, etc.), control building or maintenance facility building construction. High voltage is defined as 115-kV and above.
- Minimum five (5) years switching experience and ability to determine proper electrical system clearance limits and grounding that will allow work to be completed safely.
- Certified in first aid, cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED). Contract 89503119CWA000026 Modification P00003 August 26, 2019 23
- Ability to communicate effectively, orally and in writing. Experience in preparing correspondence and maintaining official construction site records using the following computer software: Microsoft® Word, Microsoft® Excel, Microsoft® Project and Adobe Acrobat.
- General knowledge and understanding and the recognition of environmental laws and regulations and pertinence to the electrical utility construction of transmission lines, substations, communications facilities (buildings, towers, etc.), control buildings or maintenance facility buildings.
