The Building People has an opening for a Records Management Specialist to support the U.S. Department of Agriculture. The USDA Rural Development (RD), Enterprise Services Division (ESD), Records and Information Branch (RIB) has oversight responsibility for all records management functions of the Rural Development (RD) Mission Area, including administrative support for approximately 5,000 employees in nearly 500 offices across the country. The Records Management Specialist will support the ESD in the execution of their records management plan.
As part of this support, the Records Management Specialist will:
- Part of the records management function includes managing the Central File Unit (CFU) which supports RD records management activities at the National Office, located at 1400 Independence Avenue, (South Building) SW, Washington, DC.
- The CFU, S316B, contains various documents from all parts of the Agency. Primary CFU activities include sorting, filing, tracking inventory, scanning, preparing records for shipment to the National Archives Records Administration (NARA) or a Federal Records Center (FRC).
- USDA’s goal to increase the use of the CFU by efficiently moving records from RD offices to the CFU to be inventoried, prepared for scanning and scanned to an approved sanctioned records system and/or transferred to the Federal Records Center (FRC) or accessioned to NARA in an expeditious manner, as provided in approved disposition schedules.
- Records Management Specialist will provide guidance to all RD programs based on customer requirements while adhering to regulations and laws and advising customers of the best methods with the expectation that implementation of requirements will satisfy user needs for sound records management.
- The Records Management Specialist will analyze, review/revise, create inventories and spreadsheets relating to records management operations. Scan (digitize) records with the proper disposition and dispose of eligible records following required USDA and RD Instructions, as well as NARA's regulations and any applicable laws governing records.
- The Records Management Specialist will create and facilitate records transfers to the FRC, (for temporary records), listing proper records series and disposition authority for retention.
- The Records Management Specialist will create and facilitate records transfers to NARA, (for permanent records), listing the proper records series and disposition authority for transfer of custody.
Required Experience & Skills
- Three (3) years’ experience
- Microsoft Office Suite
- Strong analytical and attention to detail
Preferred Experience & Skills
- Knowledge and understanding of records management processes and all laws and regulations as set forth by NARA which support records management operations.
- Works independently and effectively under pressure and in the conduct of demanding assignments and expresses ideas will both orally and in writing.
