Job Description

AvantGarde, LLC (AG) seeks to engage an IT Business Analyst who works within the Office of Information Systems (OIS). The successful candidate will work for and consult to the Office of the Chief Information Officer (OCIO) and will focus on understanding OIS’ business needs, strategic goals and ensuring that any proposed solution(s) aligns with the overall business strategy.  This work ensures that OIS has a strong connection between business strategy and technical execution, facilitating better communication and more effective solutions.

AG offers a comprehensive benefit package including a monthly commuter benefit as well as immediate 401k and medical enrollment.  This is a hybrid full time, 40 hours per week position.  This position will be remote three days and must be on site in DC near US Capitol at least two days a week supporting the client in their office.

The WORK

  • Frequently communicate with OCIO to gather requirements, present findings, and recommend improvements.
  • Engage with stakeholders to understand their needs and document detailed business and technical requirements.
  • Analyze business processes and systems to identify improvements and create detailed documentation, including business requirements documents (BRDs) and functional specifications.
  • Facilitate communication between business stakeholders and IT teams, ensuring all parties are aligned and informed throughout the project lifecycle.
  • Analyze data to provide insights and support decision-making. Create reports and dashboards as needed.
  • Identify opportunities for process improvements and recommend solutions to enhance efficiency and effectiveness.
  • Maintain comprehensive documentation of business requirements, system specifications, and project progress. Generate reports for stakeholders and project teams.
  • Identify business problems and opportunities, analyze processes, gather requirements, present findings, and recommend improvements.
  • Collaborate with the IT Solutions Analyst
  • Works within OIS Cybersecurity, Enterprise Architect and IRMD governance processes.
Skills & Requirements

The REQUIREMENTS

  • Bachelor’s degree in Computer Science, Information Technology, Business Administration, Finance, or a related field.
  • 5+ Years of Experience in business analysis, often with a proven track record of managing complex projects.
  • 5+ years of advanced analytical skills and deep understanding of industry-specific processes
  • Use a consultant mindset to engage with a variety of stakeholders and translate business goals into technical requirements and solutions
  • Must be able to engage in multiple projects and assignments simultaneously.
  • Ability to analyze complex data and processes, create reports and offer recommendations
  • Strong verbal and written communication for interacting with stakeholders and documenting requirements.
  • Proficiency in identifying issues and developing effective solutions.
  • Familiarity with IT systems, software applications, and data analysis tools.
  • Any of the following certifications are desired but not required:  Certified Business Analysis Professional (CBAP), Certification of Competency in Business Analysis (CCBA).
  • US Citizen
  • Able to obtain a federal security clearance; active or recent federal security clearance preferred.

The United States Capitol Police (USCP) is a federal law enforcement agency in the United States with nationwide jurisdiction charged with protecting the United States Congress within the District of Columbia and throughout the United States and its territories.  It is the only full-service federal law enforcement agency appointed by the legislative branch of the federal government of the United States.

The United States Capitol Police has been an AG client since FY14, supporting the offices of HR, Security, OIS and the Chief Administrative Officer. USCP is a fast-paced agency with a unique mission and challenges.  Since USCP is in the Legislative Branch of the Federal Government, it has an operating style different than most Executive Branch agencies.  The OIS office is a lean organization with high priorities.  Suitable candidates must be able to work at an optimal level in support of achieving the goals of the organization.
