Job Description

AvantGarde, LLC (AG) seeks to engage a Sr. IT Solutions Analyst who will work within the Office of Information Systems (OIS) to conduct cross-team facilitation and work closely with OIS technical teams to ensure that OIS has a strong connection between business strategy and technical execution, facilitating better communication and more effective solutions.  This role is responsible for designing, implementing and maintaining technical solutions

AG offers a comprehensive benefit package including a monthly commuter benefit as well as immediate medical enrollment and a generous 401k.  This is a hybrid full time, 40 hours per week position.  This position will be remote three days and requires onsite support in the office near US Capitol a minimum of two days a week.

The WORK

  • Designing technical solutions to address the identified business problems. Working closely with appropriate segments of OIS to devise and develop various technological strategies and improve existing IT infrastructure.
  • Collaborating with each OIS Division Leadership, their developers, IT staff, and other technical professionals to ensure that the solutions are feasible, effective, and properly integrated into the existing systems.  Leading brainstorming sessions and other group meetings within OIS to find possible technological solutions for business problems.  Actively collaborating with the OCIO Business Analyst.
  • Advising on practical implementation solution options, often involving software and systems.  Ensuring any new systems work seamlessly with any existing systems to create a cohesive network or environment. Using in-depth technical knowledge to inspect key processes, operating systems and infrastructure to create a fully functional solution that solve specific business problems.
  • Working within OIS Cybersecurity, Enterprise Architect and IRMD Governance Processes
  • Requirements Gathering: Collaborating with stakeholders to understand their needs and translate them into technical requirements. 
  • Testing and Validation: Establishing, outlining and supporting OIS testing to ensure the solutions work as intended and meet the specified requirements.
  • Documentation: Creating and maintaining documentation for the solutions, including design specifications, user manuals, and training materials.
  • Support and Maintenance: Providing ongoing support and maintenance for implemented solutions, addressing any issues that arise.
  • Stakeholder Communication: Acting as a bridge between technical teams and business stakeholders, ensuring clear communication and understanding. Building relationships with stakeholders, product teams and delivery teams to create scalable digital solutions and products.
Skills & Requirements

The REQUIREMENTS

  • Information Technology, or a related field preferred
  • Demonstrated experience leading or developing high quality, enterprise scale software products using a structured system development lifecycle
  • 7+ years of experience in solution architecture with a focus on enterprise solutions
  • 5+ years of experience supporting clients in a consultative manner and engaging with clients to understand their business requirements and technical needs
  • Minimum of 5-7 years in specific technology domain areas including but not limited to:
    • IT infrastructure and cloud-based solutions
    • software engineering and design
    • business analysis procedures and techniques
    • working across different operating system environments
    • hardware and software analysis
    • database management
    • Experience with cloud platforms including AWS and Azure
    • Possess a broad understanding of IT networking
  • Ability to articulate complex technical concepts to non-technical stakeholders, design governance frameworks to ensure solutions adhere to best practices and compliance standards, and develop and deliver prototypes to demonstrate the feasibility and value of proposed solutions
  • Use a consulting mind-set and framework to engage stakeholders to connect business strategy to technical solutions
  • Excellent written and verbal communication skills
  • Excellent problem-solving skills
  • Keen analytical skills to guide decision-making while implementing data-driven processes and solutions to reach business goals
  • Any of the following certifications are desired but not required:  AWS Certified Solutions Architects; Azure Solutions Architect Expert; CISSP Information Systems Security Architecture Professional; Red Hat Certified Architect; The Open Group Certified Architect.
  • US Citizen
  • Able to obtain a federal security clearance; active or recent federal security clearance preferred.

The United States Capitol Police (USCP) is a federal law enforcement agency in the United States with nationwide jurisdiction charged with protecting the United States Congress within the District of Columbia and throughout the United States and its territories.  It is the only full-service federal law enforcement agency appointed by the legislative branch of the federal government of the United States.
