Job Description

AvantGarde, LLC (AG) seeks to engage an HR Specialist Employee Relations who provides expertise to support programs related to Awards, Benefits, Performance, Telework, Leave, Work-Life Balance, a Health and Wellness, to the Labor and Employee Relations (LER) Branch in the HR office of the Naval Surface Warfare Center, Philadelphia Division (NSWCPD).

AG offers a comprehensive benefit package including a monthly commuter benefit as well as immediate medical enrollment and a generous 401k.  This is a full time, 40 hours per week position.  The work schedule is onsite a few times per month at the Philadelphia Navy Yard.

The WORK

  • Examine and provide support to HRD NSWCPD on human resources laws, policies, rules, and procedures’ and provide professional advice and counsel to employees, supervisors, and managers. 
  • Research various human resources topics, compile supporting data to document methodology, write reports on findings, and draft such documents relevant to the program being addressed.
  • Support process improvement teams and special projects.  
  • Assist with the Command Awards ceremonies (i.e., contacting award recipients, printing certificates, framing certificates and writing award’s script).
  • Contractor shall support the Awards program by processing Cash and Time off awards.
  • Contractor shall support NSWCPD performance Management Program, which consists of advising managers on the business rules and troubleshooting issues in the performance management tool.  The contract will also run reports and provide metrics to the managers.
  • Support NSWCPD’s external awards program, which consists of working with managers to draft award nominations and editing nominations for submission.
  • Support NSWCPD’s Telework Program, which consists of ensuring employee telework agreements are properly filled out, collected and active. Contractor will run reports and ensure managers update expired telework agreements.
  • Contractor will provide training to new hires on various HR topics, such as Absence and Leave, Performance Management and Professionalism in the workplace.
  • Contractor shall support NSWCPD’s voluntary leave donor program, which consists of advising employees of the rules and eligibility and ensuring NSWCPD is in compliance.
  • Demonstrate continuous effort to improve operations and streamline work processes.
  • Communicate with all level of the Command to ensure compliance with all program requirements and maintain strict confidentiality.
  • Provide analytical and administrative support of the audio visual and communication capability as needed to support the programs under their area of responsibility.
  • Maintain the functional mailboxes, intranet and SharePoint site for the programs.
  • Develop and provide guidance and information to employees and supervisors regarding the various Employee Relations programs.
Skills & Requirements

The REQUIREMENTS

  • Minimum of a High School Diploma or GED. Some college strongly preferred (HR degree or related)
  • Minimum of 3-5 years’ experience in  Employee Relations; ER experience can be in the private sector with overall “HR” knowledge helpful.  
  • High Proficiency using the Microsoft Office Suite programs and overall technical savvy using a PC and with the ability to learn NSWC specific software programs.
  • Ability to work with minimal supervision.
  • Ability to work collaboratively with others essential
  • Strong customer service skills with a focus on excellence in AvantGarde client management and execution. 
  • Prior experience serving in performance management, awards or related programs in an HR function desired.
  • High technical proficiency in the use of Microsoft office programs (Word, Excel, PowerPoint etc.) is essential.   Level 8-9 ideally desired, with the ability to use Excel and pivot tables
  • A current or recent public trust level clearance strongly preferred; or the ability to obtain a federal security clearance at the public trust level is required. No criminal background, IRS delinquency in taxes or bankruptcy on record

.Naval Surface Weapons Center Philadelphia Division (NSWCPD) was founded by Rear Admiral George W. Melville as the Fuel Oil Testing Plant in 1910. Melville was a tireless advocate for an active Navy collaboration with industry and academia to conduct naval engineering research to solve problems that are often unique to the Navy.

NSWCPD employs over 1,700 civilian engineers, scientists, technicians, and support personnel with research and development, test and evaluation, acquisition support, and in-service and logistics engineering for Navy ships. NSWCPD is the lead organization providing cybersecurity for all ship systems.
