Job Description

AvantGarde, LLC (AG) seeks to engage an HR Specialist – Classification who supports the AG client by providing classification expertise to the Administrative and Technical Services Branch in the HR office of the Naval Surface Weapons Center (NSWC) Philadelphia Division. 

AG offers a comprehensive benefit package including a generous 401k.  This is a part-time, 20 hours per week position.  The work schedule is 100% remote, apart from one onsite (multiple locations across the US) visit per month to get computer updates.

The WORK

  • Conduct desk audits for a variety of positions and prepares final evaluation statements.
  • Keep abreast of classification appeal decisions to determine organizational impact and impact on classification practice.
  • Provide management with insight in establishing organizational structures that are efficient, cost effective, support desired grade levels, and facilitate career development.
  • Make fine distinctions in the proper crediting of factor levels and ultimate allocation of grade levels to positions and communicates grade distinctions to management with supporting criteria and justification.
  • Assist in planning and conducting studies to identify short- and long-range classification needs.
  • Advise managers on how to design positions for a complex organization.
  • Maintain and ensure position classification accuracy and consistency in interpreting and applying position classification standards.
  • Advise management on the accepted principles and rules of judgment in analyzing contentious and complex individual position and organization structure issues.
  • Adjudicate position classification appeals.
  • Develop a process to support consistently applying classification guidance across the organization.
  • Develop and communicate internal classification policies and procedures.
  • Develop job descriptions and implement standardized/benchmark position descriptions for a variety of federal occupational series including professional, scientific, administrative, technical and wage grade.
  • Assist supervisors in determining the need for an exception position description and classify the position based upon knowledge of the position and the organization's mission and structure in compliance with OPM’s Classifier’s Handbook and Qualification of Standards.
Skills & Requirements

The REQUIREMENTS

  • Degree in HR or related field preferred.
  • Must have active technical federal experience with a minimum of 5years plus experience serving in a senior level HR Specialist or HR Consultant role providing classification support.
  • Must have subject matter expertise in Federal OPM rules and regulations, classification standards, and federal regulations.
  • Prior experience working in federal HR at a GS-12-GS13 equivalent position.
  • Must have exceptional organizational skills and have the ability to handle multiple priorities.
  • Excellent writing skills with specific attention to detail.
  • Excellent analytical and research skills. 
  • Excellent, demonstrated customer service skills
  • Work is 100% remote so must demonstrate exceptional self-management skills to manage work load and self-direct client relationship management.
  • Able to obtain a federal security clearance; active or recent federal security clearance preferred.

The CLIENT / AGENCY

Naval Surface Weapons Center Philadelphia Division (NSWCPD) was founded by Rear Admiral George W. Melville as the Fuel Oil Testing Plant in 1910. Melville was a tireless advocate for an active Navy collaboration with industry and academia to conduct naval engineering research to solve problems that are often unique to the Navy.

NSWCPD employs over 1,700 civilian engineers, scientists, technicians, and support personnel doing research and development, test and evaluation, acquisition support, and in-service and logistics engineering for Navy ships. NSWCPD is the lead organization providing cybersecurity for all ship systems.

Today's NSWCPD employees work on initiatives including power and propulsion, energy conservation, alternative fuels, integrated electric power systems, and automation and controls. The site has 1.5 million square feet of building space with more than 100 laboratories and test sites.
