AvantGarde, LLC (AG) seeks a Financial Systems Consultant to support proposal-based professional services efforts within a federal consulting environment. The Financial Systems Consultant will support financial systems operations, reporting, reconciliation, modernization efforts, and process improvement activities. This position supports operational, administrative, analytical, and strategic initiatives while ensuring professionalism, responsiveness, accuracy, and compliance with applicable federal policies, procedures, and security requirements. Work may be performed onsite within the Washington, DC metropolitan area with potential telework opportunities depending on program and client requirements.
The WORK
System Maintenance & Issue Resolution
- Daily Support: Provide "hands-on" troubleshooting for financial management, program office, and procurement staff.
- Technical Troubleshooting: Identify and resolve complex system problems involving RICEW (Reports, Interfaces, Conversions, Extensions, and Workflow).
- System Enhancement: Manage the lifecycle of system upgrades and enhancements, specifically coordinating with Shared Service Providers (SSPs).
Federal Compliance & Reporting
- Data Act & FPDS-NG: Ensure all procurement data is accurately reported to the Federal Procurement Data System – Next Generation and meets Data Act standards.
- Reconciliation: Research and reconcile procurement data across multiple systems to ensure consistency and "clean" audits.
- G-Invoicing: Implement and manage the Treasury’s G-Invoicing platform for intragovernmental transactions, ensuring the agency meets federal mandates.

Requirements Analysis & Process Improvement
- Requirement Validation: Analyze user needs to revalidate existing system requirements or define new ones that improve efficiency.
- Internal Controls: Apply thorough knowledge of federal procurement procedures to ensure technological workflows meet strict federal audit and control requirements.
Liaison & Communication
- Stakeholder Management: Act as the central point of contact between agency users, external vendors (SSPs), and senior management.
- Documentation: Develop clear, concise written reports and technical documentation.
- Oral Presentations: gather requirements and present findings or training to management.
The REQUIREMENTS
- The candidate shall have at least seven (7) years of experience demonstrating:
- Knowledge of Federal Shared Services Providers (SSPs), Federal financial management and procurement systems and reporting. The consultant shall have proven management experience, a successful track record and expert knowledge managing financial management/procurement system enhancements in concert with SSPs and small agencies, and experience analyzing user requirements to revalidate existing requirements and define new requirements, as appropriate.
- Thorough knowledge of federal financial management and procurement procedures and controls and the ability to use them with technological systems in a way that meets control requirements and increases Agency efficiency.
- Thorough knowledge and understanding of Federal procurement reporting requirements and systems to include the Data Act and Federal Procurement Data System – Next Generation (FPDS-NG).
- Reports, interfaces, conversions, extensions, and workflow experience.
- Analytical ability to identify and resolve complex system problems and exercise a great degree of creativity and ingenuity in the resolution of problems.
- Analytical ability to thoroughly research and reconcile Agency procurement data reported from various systems to ensure consistency, accuracy and completeness.
- Ability to effectively communicate with others encompassing written and interpersonal skills to establish effective liaison with users, vendors, and management in order to achieve desired results.
- Knowledge and understanding of interviewing techniques and demonstrated ability to make oral presentations and develop written reports that are clear and concise.
- Proven management experience, a successful track record and expert knowledge managing financial management/procurement system enhancements in concert with SSPs and small agencies, and experience analyzing user requirements to revalidate existing requirements and define new requirements.
- Strong organizational and administrative skills, and the ability to effectively communicate in both written and verbal arenas.
- Proficient use of personal computer word processing (e.g., Microsoft Word) and spreadsheets (e.g., Microsoft Excel).
- Thorough knowledge and understanding of Federal G-Invoicing system.
WORK ENVIRONMENT AND ADDITIONAL REQUIREMENTS
Work may be performed onsite at federal facilities within the Washington, DC metropolitan area.
Telework may be authorized depending on program and client requirements.
Personnel may be required to comply with federal security, confidentiality, and background investigation requirements.
Contractor personnel may be required to complete onboarding, security forms, training requirements, and non-disclosure agreements prior to beginning work.
Personnel are expected to maintain professional conduct and comply with all applicable organizational and federal policies and procedures.
