Job Description

Apogee Solutions, a Woman-Owned Small Business, is seek a full-time Universal Joint Task List (UJTL) Analyst to support the Joint Staff, J7 Joint Education and Doctrine Division (JEDD). Qualified candidates must be a U.S. Citizen with an active TOP SECRET/SCI clearance.

The UJTL Analyst is responsible for developing, maintaining, and refining UJTL tasks and associated products as a part of the Joint doctrine development process. The JEDD is an integral part of the Joint Staff J7 and is responsible for shaping military readiness by managing Joint professional education policies developing Joint doctrine, and incorporating lessons learned into future force operations. The JEDD updates Joint operational publications and terminology, oversees professional education policy and curriculum standards, and integrates operational insights into training and doctrine publications.

The UJTL Analyst will:

  • Collaborate with Joint Staff, Combatant Commands (CCMD), Services, UJTL stakeholders, working groups, and doctrine teams to ensure the UJTL remains accurate, relevant, aligned with approved policy, and responsive to emerging concepts.
  • Contribute directly to readiness reporting, training development, joint planning, and the integration of UJTL content across doctrine, systems, and policy publications.
  • Support authoritative and non-authoritative change requests, maintain and update UJTL databases and conditions, deliver training to Organizational Points of Contact (OPOCs) and stakeholders, prepare publication action reports, develop UJTL crosswalks supporting concepts and wargames, and help align UJTL updates with joint doctrine.
  • Ensure that UJTL products remain clear, structured, validated, and ready for integration across joint readiness, planning, and training communities.

Required Experience:

  • Active DOD Top Secret clearance with SCI eligibility
  • At least five years of warfighting operational experience
  • Two or more years of demonstrated experience in six of the following:
    • Experience developing, maintaining, performing, coordinating and/or delivering user training to CCMD and Joint Task Force Headquarters staffs
    • Knowledge of Joint Mission Essential Task List (JMETL), UJTL, and Master Training Plan (MTP)
    • Knowledge of Joint Doctrine process
    • Experience with analytical analysis
    • Experience in the development of processes and procedures
    • Knowledge of Joint Staff Structure, mission, programs, and organizational relationships
    • Knowledge of Joint Staff relationships with CCMDs, Services, and DoD Agencies
    • Demonstrated strong written, verbal, and interpersonal communication skills and ability to establish and maintain effective working relationships
    • Experience in the preparation and conduct of working groups
    • Strong understanding of modern English grammar usage
    • Knowledge of development of staffing packages

Salary Range: $82,000 to $92,000
