Job Description

POSITION SUMMARY

AvantGarde, LLC (AG) seeks a full-time Associate Federal Personnel Processing Specialist to support a federal client agency by performing federal personnel processing, payroll support, records management, and HR data quality activities. The incumbent supports the processing and validation of personnel and payroll actions, maintenance of personnel records and position data, and resolution of routine processing discrepancies in accordance with applicable laws, regulations, agency policies, and established procedures. This is a telework-approved position that supports HHS human resources operations and mission requirements.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Process and validate routine federal personnel actions, including appointments, promotions, reassignments, pay actions, corrections, transfers, and separations, following established procedures and applicable regulatory requirements.

· Maintain personnel records, electronic Official Personnel Folders (eOPFs), position data, and organizational coding; support records audits, data reconciliations, and corrective actions to help ensure accurate HR information.

· Assist with payroll and compensation-related actions, including pay setting, premium pay, leave-related transactions, allowances, Service Computation Date (SCD) calculations, service credit determinations, and retroactive adjustments.

· Perform quality control checks on personnel, payroll, and records transactions; identify discrepancies and coordinate with senior staff, supervisors, or agency stakeholders to support timely resolution.

· Support employee debt management activities, including debt documentation, repayment agreement tracking, salary offset processing support, waiver package preparation, and related case file maintenance.

· Respond to routine inquiries and provide customer support to employees, managers, and HR staff on personnel processing, payroll, records management, and compensation matters, escalating complex issues as appropriate.

· Use agency HR, payroll, records management, and case management systems, including EHCM, DCPS, eOPF, and ServiceNow, to enter data, track workload, document case activity, generate routine reports, and maintain processing records.

· Assist with updating standard operating procedures (SOPs), job aids, reports, training materials, and process improvement documentation under the guidance of senior staff or management.

Skills & Requirements

QUALIFICATIONS, KNOWLEDGE AND SKILLS

· Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field preferred. Minimum of three (3) to five (5) years of experience supporting Federal personnel processing, payroll, records management, or human resources operations is preferred; education-to-experience equivalency may be considered.

· Working knowledge of Federal personnel processing, payroll administration, compensation programs, personnel records management, leave administration, service credit determinations, and related HR policies and procedures.

· Experience assisting with Federal personnel and payroll actions, including pay setting, premium pay, leave-related actions, Service Computation Date (SCD) calculations, debt management support, and retroactive personnel transactions.

· Ability to conduct records reviews, data reconciliations, and quality control checks with attention to detail, accuracy, and compliance with established procedures.

· Ability to manage assigned workload in a fast-paced environment, prioritize tasks, follow standard procedures, meet deadlines, and provide responsive customer service.

· Strong analytical, research, problem-solving, and organizational skills with the ability to identify processing issues and elevate complex matters when needed.

· Effective verbal, written, and customer service skills, with the ability to communicate HR processing information clearly to employees, managers, team members, and stakeholders.

· Experience using or ability to learn Federal human resources, payroll, records management, and case management systems, including EHCM, DCPS, eOPF, ServiceNow, ORA, GRB Platform, FHR Navigator, DFAS, EWITS, DPRW, and similar automated systems.

· Ability to obtain and maintain a Federal Public Trust clearance or other required background investigation.

 

Other Specifications:

· Work in a primarily sedentary telework environment and effectively utilize standard office technology, virtual collaboration platforms, and agency-provided systems.
